Max Empty Distances

When specified on a vehicle, this will ban traversals with empty vehicle longer than X. When not set or set to 0 or less it is ignored. Maximum is only related to one traversal between stops, not to the whole empty distance the vehicle can travel in the course of the route.

Usage: Big trucks, typically full or partial movement planning. We want to limit long far away runs that pick up and deliver the odd jobs, which incurr big costs. The planner prefers these not combinable jobs to be not served and served by 3rd parties, or when more demand crops up.
